Builders Academy Australia (BAA) is a Registered Training Organisation (RTO) that works with employers, industry and students to achieve exceptional training results. BAA was established by Simonds in 2005 for the purpose of training Simonds staff and the staff of Simonds suppliers and partners in VET courses in the residential construction sector.

Based on the principle of “builders training builders”, BAA draws on its deep connections to Simonds Homes to ensure it provides the highest quality curriculum and training services to meet industry needs. In 2018, BAA was recognised as the Victorian Small Training Provider of the Year after being a finalist for the same award in 2017 and again a finalist in 2020. BAA was also recognised as a winner at the Australian Training Awards.

BAA includes two RTO's: House of Learning Pty Ltd trading as Builders Academy Australia (National RTO Code 21583) & City-Wide Building & Training Services Pty LTD trading as CWBTS (National RTO Code 91138). With close to 3000 active students, BAA delivers pre-apprenticeships through to Advanced Diploma level qualifications across 4 Australian states.


The primary purpose of this role is to ensure that high quality training materials and assessments are developed and utilised, aligned with quality and compliance requirements. 

Based at our St Kilda Road Head office you will work closely with the Learning Resources and Systems Manager, Technical Content Manager and instructional designers, to ensure that Trainers and Assessors are using resources and assessments that meet all quality, regulatory and company requirements.  

Although this role is offered at full-time, applicants looking at part time roles will also be considered.

Key Tasks include;

This role is to undertake the following key tasks for both Builders Academy Australia (House of Learning - RTO ID 21583) and CWBTS (RTO ID 91138) RTO’s:

  • Helping to drive a culture of quality, continuous improvement and innovation strongly aligned with organizational values and high quality student learning outcomes;
  • Manage and complete instructional design, validation and moderation processes for all training resources and assessments used within the RTO’s;
  • Working with a number of other departments to ensure that Training and Assessment strategies accurately reflect varied delivery models across qualifications and updating these as required;
  • Conducting reviews of existing training materials and assessments to ensure their alignment with Training Package requirements, the rules of evidence and principles of assessment;
  • Updating training resources and assessments based on feedback gathered from trainers, students and validation activities;
  • Managing industry consultation processes for current and new delivery areas;
  • Write, review and update policy and procedure documents relating to Standards for Registered Training Organisations 2015 (RTO Standards), applicable to resources, assessments and their effective implementation and use within the RTO’s;
  • Scheduling and managing the Internal Steering Committee’s and External Industry Advisory Panels that provide guidance on learning and development practices;
  • Ensuring accuracy, efficiency and compliance in relation to learning and development practices and tools in use;
  • Providing compliance support and advise RTO staff with a focus on andragogy and high quality learning and development practices;
  • Conducting and participating in internal audits as directed and / or scheduled and provide feedback to Management on areas identified for improvement;
  • Working with the Training Operations team regarding the capacity building of trainers and assessors in relation to best practice when using resources and assessment tools;
  • Provide operational input and support to National Quality Assurance and Compliance Manager on projects as requested;
  • Ensuring accuracy, efficiency and compliance in relation to learning and development practices;
  • Providing education to RTO staff on compliance matters with a focus on Industry Consultation, Moderation and Validation processes and procedures


We are seeking a highly motivated individual who upholds high standards and will lead by example and be available to offer support to the Training Operations and Resource Development teams within the business.  You will have demonstrated success in RTO Quality Assurance, Compliance, Resource Development, Instructional Design and/or Training Management and a commitment to ensuring best practice.

It will be critical that the successful applicant can create and foster close working relationships with all key staff within the team.  To do this they will be a good communicator, supportive and have a 'can-do' attitude.

Skills, Experience & Qualifications:

  • Relevant tertiary qualifications & ability to meet ASQA Fit & Proper persons requirements;
  • High level Project Management capabilities;
  • High level Instructional design capabilities;
  • Advanced level knowledge of Compliance requirements in relation to Industry Consultation, Moderation and Validation processes and procedures;
  • A current working knowledge of the Standards for Registered Training Organisations 2015 (RTO Standards) and particularly requirements related to Training and Assessment Strategies, the rules of evidence, principles of assessment and validation;
  • Outstanding interpersonal & communication skills;
  • Excellent computer skills;
  • Experience in conducting internal audits and quality reviews in the tertiary education sector;
  • Certificate IV or Diploma in TAE or higher level educational qualifications;
  • Qualification in Auditing, Business Management or similar (desirable)
